Single Transport Document. New Rules from 1 September 2025

On 1 September 2025 the Federal Law of the Russian Federation on Direct Mixed Transportation and on Amendments to Certain Legislative Acts of the Russian Federation will come into force. The law envisages the procedure for organizing transportation in direct mixed traffic.

All transportation shall be processed using a single transport document (STD). The STD can be issued in paper and electronic versions.

The STD is a unified form that combines all information about transportation by different modes of transport. Its main function is to replace other shipping documents with a universal file. As the authors of the idea suggest, this will speed up the registration procedure, improve control over the movement of cargo, and facilitate customs clearance of cargo.

On 1 September 2025, the Rules for the exchange of an electronic single transport document, which confirms the conclusion of a contract for the carriage of goods in direct mixed traffic will also come into force. The Rules were approved by the Government of the Russian Federation earlier in July 2025.
