On 25 November 2025, the Russian Government approved a list of cargoes transported by sea and inland waterway transport within or from Russia, to determine the conditions for foreign investment in activities of strategic importance to Russia.
The list was approved by Russian Government Order No. 3417-r to ensure compliance with the law on the procedure for foreign investment in areas of strategic importance to national defense and state security.
Strategically important cargoes include:
- Explosives
- Radioactive materials
- Military cargo
- Military and dual-use products
Companies that transport such cargoes and have foreign investment or intend to receive foreign investment shall comply with the requirements established in Federal Law No. 57-FZ of 29 April 2008.
