Russian Legal News in Water Transport

The following came into force on 1 March 2026:

1) Amendments to the Inland Water Transport Code of the Russian Federation:

- Certificates of ownership of vessels or other property rights will no longer be issued in hard copy. An extract from the Register will be sufficient to confirm rights.
- The certificate of ownership no longer needs to be kept on the vessel.
- The decision-making period for state registration of a vessel has been reduced from 1 month to 6 days.
- The lessee of a vessel temporarily granted the right to sail under the State Flag of the Russian Federation has the right to submit an application for state registration of the vessel through the Unified State Services Portal;

2) New rules for the carriage of passengers by sea (approved by Order No. 362 of the Ministry of Transport dated 30 October 2025);

3) Government Resolution No. 193 of 26 February 2026, on licensing activities related to the carriage of goods and passengers by inland waterway transport and towing by sea:

- the license application is submitted by the applicant through the Unified State Services Portal;
- life and health insurance policies for vessel crew members must be attached to the application.

4) Mandatory requirements for technical documentation for small vessels (Order of the Ministry of Emergency Situations of Russia dated 29 October 2025, No. 980);

5) Rules reducing the registration period for shipping lines from 10 to 5 days, and the decision on refusal will be sent, among other things, through the Unified State Services Portal;

6) New procedure for creating and maintaining a Register of bunker fuel suppliers (Order of the Ministry of Transport of Russia dated 30 July 2025, No. 225).
